Industrial Safety

Atomic Energy Regulatory Board (AERB) is entrusted for administration of Factories Act, 1948 in all Department of Atomic Energy (DAE) Units as per Section 23 of the Atomic Energy Act, 1962. Accordingly, AERB enforces theprovisionsof the Factories Act, 1948 and the Atomic Energy (Factories) Rules, 1996 in the following units of DAE.

  • Atomic Minerals Directorate for Exploration and Research (AMD)
  • Uranium Corporation of India Ltd. (UCIL)
  • Indian Rare Earths Ltd. (IREL)
  • Nuclear Fuel Complex (NFC)
  • Heavy Water Board (HWB)
  • Nuclear Power Corporation of India Ltd. (NPCIL)
  • BharatiyaNabhikiyaVidyut Nigam Ltd. (BHAVINI)
  • Electronics Corporation of India Ltd. (ECIL)
  • Variable Energy Cyclotron Centre (VECC)
  • Raja Ramanna Centre for Advance Technology (RRCAT)
  • Indira Gandhi Centre for Atomic Research (IGCAR)

Regulation of these facilities with respect to industrial safety, is accomplished through periodic inspections of the facilitiesand multi-tiersafety review. The following important aspects are considered in regulation of industrial safety:

  • Compliance to various statutes and license conditions, recommendations made during periodic inspections and by safety committees of AERB
  • Safety culture of the facility based on the parameters like management commitment, employee involvement, safety organization (which includes availability of chief safety officer, safety officers, safety technicians, safety supervisors etc.), functioning of apex level safety committee, sectional level safety committees, safety training, housekeeping &work place safety, implementation of job hazard analysis & checklist, safety work permit system, use of PPEs, reporting of near miss incidents/ accidents etc.
  • Provisions with respect to dangerous operations
  • Accident reporting and investigation
  • Emergency preparedness&surveillance of safety related systems
  • Designating competent persons under various sections of the Factories Act, 1948to carry out certain tests, examinations & inspections
  • Periodic medical examinations to be carried out by certifying surgeon/ medical officer at above facilities,at prescribed intervals for different types of workers, pre-employment medical examinations, reporting/investigation of notifiable diseases, if any
  • Authorization/ licensing of operating personnel
